Senate Questions Ministry Of Education’s 10 billion Naira increased Budget


The Senate has queried a 10 billion Naira increase in the 2016 Budget proposal of parastatals in the education sector.
 
Legislators at the upper House made the inquiry on Monday during a budget defence session at the National Assembly in Abuja, Nigeria’s capital.
 
The committee also expressed concern over personnel proposals of institutions including unity schools and universities, which were reduced.

In the 2016 budget breakdown, the education sector got the highest figures, a development that had been commended, as the nation’s education system needed to be reformed.
 
 
The Senate Committee on Tertiary Institutions questioned why 98.1 billion Naira was budgeted for education parastatals in the 2016 budget proposal.

In a press statement issued yesterday in Onitsha, Anambra state, SBCHROs said that for the fact that  Nnamdi Kanu has never killed anybody, used violence, advocated for violence or authorized anybody or group to kill, Kanu eminently deserves the local and international status of a prisoner-of-conscience.

The statement
In the statement entitled: “SBCHROs Names Nnamdi Kanu-A Prisoner-Of-Conscience On Account Of His Continued Persecution By Buhari & Bail Denial By Justice John Tsoho”, the group further stated that  for the fact that he was arrested and detained for 98 days without  trial contrary to Sections 35 (4) (a) (right to personal liberty), 33 (right to life), 34 (right to dignity of human person), 36 (right to fair hearing) and 41 (right to freedom of movement) of the 1999 Constitution and Articles V,VI,VII and XII of the African Charter on Human & Peoples Rights (ratified and domesticated by Nigeria in 1983) and for the fact that  the Nigerian authorities led by President Muhammadu Buhari have flouted with impunity and reckless abandon, several court decisions bordering on protection and enforcement of these constitutional rights of the detained Prisoner-of-Conscience; Kanu should now be addressed as so.

According to the statement, “For the fact that  Nnamdi Kanu’s arrest and detention was politically motivated and ill-conceived; for the fact that he was arrested and detained and is being persecuted for his non violent political and social thoughts and for the fact that the mind of the trial Judge, Hon Justice John Tsoho was possibly abused, biased and corrupted presidentially, leading to the Judge convicting him even before trial (his choice of words); upon which he was denied his long awaited and deserved bail; he should henceforth be called prisoner of conscience.”

The statement further declared: “For the purpose of refreshing the minds  of all and sundry particularly the Nigerian democratic forces, Prisoner of Conscience, POC is a term coined by Peter Benenson; founder of Amnesty International, UK  in his May 28, 1961 article “the Forgotten Prisoners,” published in the London ObserverNewspaper. The term refers to anyone imprisoned because of their race, sexual orientation, religion, or political views expressed or conducted non-violently or in peaceful manners.

“It also refers to those who have been imprisoned and/or persecuted for non-violent expression of their conscientiously held beliefs. Amnesty International, UK regards prisoners of conscience as political and activist prisoners (non white collar or street criminal suspects) or jailed international or national citizens who have been jailed or imprisoned by repressive and suppressive political authorities because of their political, religious or other conscientiously-held beliefs, ethnic origin, sex, colour, language, national or social origin, economic status, birth, sexual orientation or other status, provided that they are non violent and peaceful and have never sanctioned the opposite.

“Beyond naming Kanu a prisoner-of-conscience; plans by SBCHROsare also on the way to formally write and appeal to the likes of Amnesty International, UK, the Human Rights Watch, USA and the Society for the Threatened People, Germany, etc to also adopt Nnamdi Kanu as a prisoner-of-conscience or be given or accorded with equivalent status.

“As SBCHROs’ prisoner-of-conscience, Nnamdi Kanu will remain under our local, national and global campaign searchlight until he is freed, discharged and acquitted of the ongoing phantom charge of treasonable felony”.

Similarly, the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, yesterday, reaffirmed its commitment to stay  focused  on the struggle for Biafra secession not minding the distractions meant to whittle down the outcome.

The pro-Biafra group was reacting to a comment credited to Rabiu Kaugama representing Madori/Kaugama Federal Constituency of Jigawa State wherein he alleged that Biafran agitators have abandoned the struggle and surrendered to President Muhammad Buhari.

In a statement by MASSOB leader, Uchenna Madu and made available to newsmen in Enugu,the Biafra activists warned that it will not be cowed or weakened by sponsored utterances of some northern leaders adding that the over 17 years struggle cannot be jettisoned on the altar of partisanship.

According to Madu, ”our struggle has yeilded much unprecedented and overwhelming diplomatic success and international sympathy/recognition; a struggle of survival that members have willingly and consciously sacrificed their lives and are willing to pay more prices.

Non-violence Biafra struggle
“MASSOB has made it clear uncountable times that no amount of external falsehood, intimidative utterances and campaign of negative impressions will ever deter us from the non-violence Biafra struggle. MASSOB under my leadership will never be detered or shaken because of baseless allegations of compromising the Biafra struggle. We are aware that our detractors/blackmailers are not comfortable with MASSOB new reformation and global recognition.

“We will continue to partner with IPOB and other pro-Biafra groups to actualize the struggle.”

A group under the aegis of People for the Defence of Human Rights in Nigeria (PDHRN) has called on President Barack Obama and other world leaders to reverse what they de­scribe as human rights violation of the Nigeria government led by President Muhammadu Buhari.
 
The group cited recent detention of some persons perceived to be opposed to the APC government in the guise of anti-corruption crusade. The develop­ment, the group said, should be a source of worry to all lovers of democracy in Nigeria, while calling on the interna­tional communities to save Nigeria’s de­mocracy from total collapse.
 
In a letter signed by the group coordi­nator, Prince Shield Nnwanzurahu and made available to The AUTHORITY in Abuja, the group accused President Muhammad Buhari’s administration of clear cases of selective persecution, and violation of citizens’ rights.

One of the officials of the government of Goodluck Jonathan, former chairman of the Pension Reform Task Team, Abdulrasheed Maina, was declared wanted by the International Police Organisation (Interpol).

The Economic and Financial Crimes Commission (EFCC) had on November, last year declared Maina wanted for his supposed role in the fraudulent biometric contracts in which himself and former Head of Service, Steve Oronsaye, and two others were blamed for stealing over N2billion of pension funds.
The anti-graft commission wrote to the Inspector General of Police, Solomon Arase, seeking his help “to issue an Interpol Red Alert” on Maina, who had been charged to the Federal High Court on July 10, 2015.
However, Maina faulted EFCC, said he can’t be declared wanted without charge.

In an answer to the anti-corruption agency, Olushola Subair, Commissioner of Police, Interpol, in a letter dated from 11th January, 2016 and addressed to the EFCC boss Ibrahim Magu, informed the commission that its demand had been handled and a notice duly unveiled by the Interpol.

Interpol stated that: “Be informed that the Bureau has taken necessary action on the wanted fugitive as requested with Interpol General Secretariat, Lyon, France. He has been published on the INTERPOL Red Notice accordingly.”

Reports just reaching Naij.com indicate that the deadly Boko Haram sect has attacked outskirts of Maiduguri, Borno state capital.

Eyewitness reports that the attacks occurred in Bulabulin-Umarari, two kilometers outside of Maiduguri, and Muna Garage within the city.

Security operatives have deactivated another bomb in Maiduguri, yesterday, February 1.

Two explosions were also reported barely 24 hours after the Nigerian army confirmed that about 100 people had been killed following an attack by insurgents on Dalori village in Borno.

The heavy battle between the military and the insurgents Nigerian occurred in Borno state capital on January 30.

On Friday, yet another suicide bomber detonated a suicide vest at a crowded market in Gombi town in Adamawa state.

IPOB faults reasons jugde gave for denying Kanu bail


– Group says President Buhari is bias with Nnamdi Kanu’s case
– IPOB says it is being pushed to the wall
– Justice reportedly believes Kanu is a threat to national security

The United Kingdom branch of the Indigenous People of Biafra (IPOB) has reacted to the bail judgment on its leader, Nnamdi Kanu.

The group, according to Vanguard, faulted the reasons given by Justice John Tsoho of the Abuja Federal High Court Abuja for not granting the bail application of the Radio Biafra director Emma Nmezu and Dr Clifford Chukwuemeka Iroanya who issued a statement on behalf of the group said the justice had three reasons for the judgment.

The statement read: “The reasons according to him are, that Mazi Kanu was a threat to national security, secondly, that if released might commit the same offence again and thirdly, that there was a probability that Nnamdi Kanu might jump bail because he possessed dual citizenship.

“While the first and the third reasons are very clear, but unsustainable statements, we are at loss with the second reason and do not know exactly what the Hon. Justice meant by ‘might commit the same offense again’.

“To the best of our knowledge, Mazi Kanu has not even been tried in the court not to talk of being convicted, therefore, we do not understand the offence he was found guilty of committing and for which he will likely commit again if released, according to Hon. Justice Tsoho.

“Is it a possibility that the Hon. Justice Tsoho misspoke or that he never actually uttered this travesty of a statement. On the first reason adduced, we are yet to get detailed information on what the Judge meant by ‘threat to National Security’ because we know that Mazi Kanu is not associated with Boko Haram or any terrorist organization. Again we are pushed to believe that Hon. Justice Tsoho misspoke.

'We are however shocked on the third reason, to hear that a denial of bail will be based on the accused person’s dual citizenship, even though the Honourable Judge did not mention the other country to which Nnamdi Kanu is a citizen, we know he was referring to Britain.
 
“But we also know that there is extradition agreement between Nigeria and Britain and extraditing Mazi Kanu to Nigeria, should he flee to Britain will not be a problem for the Nigerian government,therefore, we conclude that the judgment of Hon. Justice Tsoho is inappropriate, biased, wrong, and must be overturned by an Appeal Court Judge.”

Emma Powerful, who is the publicity secretary for the Biafran group faulted the denial of bail to Kanu, saying that the entire south eastern Nigeria is being indirectly deprived of their right.

He said: “We are being pushed to the walls, our members who were engaged in peaceful protest in Aba, Abia state and Port Harcourt Rivers State were shot by the Army and taken to Military barracks in Afikpo Ebonyi state and Bori camp in rivers State with bullet wounds.

“The victims are undergoing torture and other inhuman treatments, as they bring them out every morning, torture and engage them in all manners of hard labours and ask them about their missing guns as if IPOB members carry guns.

“We do not carry guns and do not intent to carry in the nearest future, we are therefore calling on Amnesty International, all human rights organizations and the international community to prevail on the Nigerian government respect the rule of law and the orders of the courts, as at the last count our members arrested in Aba are 25 while those in Port Harcourt are 18 in number, totaling 43 people detained in the two Army barracks in Ebonyi and rivers States respectively.”

Reports emerged yesterday that Goran Sluiter, a lawyer at Dutch human rights legal firm Prakken d’Oliveira, filed the complaint with the International Criminal Court (ICC) in The Hague on Friday, January 29 against President Buhari.

Speaking with journalists, Sluiter said that there has been “an intensification of violence and crimes committed against Biafrans since Mr Buhari became the Nigerian president.”
